Hyperlocal news site for a Paris arrondissement
Ad- and membership-funded news site covering council decisions, openings, closures and events in Paris's 11th arrondissement.

This should not be built as a full news site. The audience is small, French readers rarely pay for news, ad money is falling, and the council and event news is already free from the source. Test first whether 300 residents will sign up for a sample newsletter and whether 3 local businesses will pay to sponsor it.
Why the numbers land here. Both revenue lines are weak: French readers rarely pay for news, press ad money is falling, and comparable local outlets needed extra income to survive. The thing the site would cover is largely already published free by the town hall, public radio and listings sites, and there is no proof of unmet demand.
Red flags
- Most of what the site would cover is already free: the town hall publishes council and works news, and listings sites cover events.
- Only 9% of French people pay for any online news subscription, so a membership model starts from a very small base.
- Hyperlocal comparables mostly failed or had to add other income. The Welsh co-operative made only £1,200 from digital ads, and Mars Actu went into liquidation.
- No Paris arrondissement-level site was found as a proof that this works. The comparables are in mid-sized cities or abroad.
- The biggest rivals (large Paris titles, Instagram and Facebook accounts, resident newsletters) were not checked, so competition may be worse than shown.
- Daily coverage of council meetings, openings and closures is a labour cost, and the state aid for online press would not help in year one.
The eight dimensions
Council and works news is already published free by the town hall, and events are covered by listings sites. The gap would be independent scrutiny and openings/closures, but nothing shows residents feel that gap strongly.

Conditions are mostly against the idea. Traffic from search and social is shifting away from small news sites, and ad budgets for press are falling. Newsletter tools for local news are a small plus.

A site or newsletter is cheap to launch. Covering council sessions, openings and closures regularly is the hard part: it takes a steady supply of labour. The state aid for online press would not help in year one.

Both revenue lines are weak: few French readers pay, and local ad money is thin. The comparable local outlets that survived added other income. Wage cost for regular coverage is likely to exceed what a single arrondissement can pay.

They cover a domain, a simple site or newsletter tool, basic design, company registration and a legal check. Founder labour is excluded; paid reporting would be the main cost and could run to thousands per month.
Price point: Untested. A reasonable test is 100 to 150 EUR per sponsored slot and 5 EUR per month for supporters. These are test values, not market prices.
Unit economics: Unverified. Local ad prices, advertiser counts and paying-reader rates in the 11th are unknown. The research notes show paid local models are rare in France, a Welsh peer made only £1,200 from digital ads, and comparables added other income streams.
